## 1. Notary Public in Thailand

Thailand does NOT have civil-law notaries. Instead, the Lawyers Council of Thailand licenses "Notarial Services Attorneys" under Regulation on Notarial Services Attorneys B.E. 2546 (2003) and subsequent amendments. A notarial services attorney can:
- Certify signatures on documents intended for use abroad
- Certify true copies of original documents
- Administer oaths and affirmations

## 2. Apostille (Thailand)

Thailand acceded to the 1961 Hague Apostille Convention on **5 December 2024**, with the Convention entering into force for Thailand on **2 June 2025**. The Competent Authority is the Department of Consular Affairs, Ministry of Foreign Affairs.

Documents now eligible for Apostille (in place of legalization) for use in any of the 126+ Hague member states:

## 3. NAATI Translation

NAATI (National Accreditation Authority for Translators and Interpreters, Australia) certifies translators recognized by the Department of Home Affairs (DHA), AHPRA (medical registration), Australian universities, and state government authorities.

Common Thai→English documents: birth certificate, marriage certificate, household registration (ทร.14), Thai ID, academic transcripts, divorce decree, name-change registration.

Each NAATI translation includes the translator's stamp, certification number, and signed statement of accuracy.

## 4. MFA / Consular Legalization

For destinations NOT party to the Hague Apostille Convention, documents follow the legalization chain:
1. Source authority issuance (e.g., District Office for civil documents)
2. Translation by certified translator
3. Notarization (if private document)
4. MFA Department of Consular Affairs legalization
5. Destination-country embassy/consulate legalization in Bangkok

Standard MFA processing: 2 business days. Express (same-day) available.

## 5. Criminal Record Check / Police Clearance

The Royal Thai Police Criminal Records Division (CRD) issues Police Clearance Certificates for Thai nationals and long-term foreign residents. Required for: immigration applications (Australia, Canada, UK, US, EU), employment overseas, marriage registration in some countries.

Processing time: 7–14 business days from fingerprinting (in-person at CRD HQ on Rama I Road, Bangkok). Overseas Thai citizens can submit fingerprints through Royal Thai Embassies/Consulates.

After issuance, the certificate typically requires translation + MFA legalization + destination embassy legalization (or Apostille for Hague states post-2 June 2025).

## 6. Marriage Registration

### In Thailand (foreigner + Thai national)
1. Foreigner obtains Affirmation of Freedom to Marry from their embassy in Bangkok
2. Affirmation translated (Thai) and certified by MFA Department of Consular Affairs
3. Both parties present at any District Office (Amphoe) in Thailand with passports, Thai ID
