The Police Clearance Service Center of the Special Branch Bureau publishes a bilingual Letter of Power of Attorney form. It asks for the grantor's and representative's names, ID or passport numbers with issue and expiry dates, and phone numbers, and is signed by the grantor, the representative and two witnesses. The Center lists applicants residing in Thailand under in-person applications, so confirm with the Center that a representative can file in your case.

When a representative can file
The Center lists documents for applicants residing in Thailand under in-person applications, and offers a fingerprint form for record checks taken outside Thailand. Applicants abroad commonly pair that fingerprint form with a power of attorney.
Conditions can change. Before sending a representative, call the Center on +66 2551 1999 or check its latest notices.
Preparing it from abroad
1. Download the forms
Application, power of attorney, testimony memorandum and the fingerprint form for checks outside Thailand.
2. Take fingerprints
At the office recommended by the Thai embassy or consulate, signed by the official as the form requires.
3. Sign the power of attorney
In front of witnesses; if signature certification is requested, use the Thai embassy or consulate or a local notary as advised.
4. Attach copies
Signed copies of both parties' passports or ID cards plus the purpose documents the Center lists.
5. Send originals to Thailand
The representative files and collects the certificate.
Stamp duty
Under the Revenue Code stamp duty schedule, instrument 7, a power of attorney for a single act carries 10 baht duty and one for more than one act carries 30 baht. Ask the counter whether duty stamps are required.
After the certificate is issued
For use abroad it is usually translated and legalised at the Department of Consular Affairs (fee THB 200 per legalisation stamp or THB 400 per legalisation stamp (same-day)) before the destination embassy. From 28 February 2027 an Apostille can replace the embassy step for Convention members that have not objected.
