Case study: registering for the yellow house book and pink ID card

The situation

A foreign national living with a Thai family upcountry

The client needed Thai-language identification for domestic transactions, but their source documents were foreign-language and not certified as the registrar requires.

What actually blocked the file

• Translations of identity documents lacked the certification the registrar expects.
• Witness and address-document practice differs between districts.
• The Thai spelling of the name varied between documents.

The sequence we ran

1. Asked the local registry about its practice before assembling documents.
2. Prepared translations and certification in the form the registrar accepts.
3. Fixed one standard Thai spelling of the name across all documents.
4. Coordinated the householder and witnesses with property documents.
5. Filed the application and archived a full copy set for later transactions.

Outcome

The client now holds Thai-language identification usable with domestic institutions, with a consistent name spelling throughout.

What to prepare for the yellow house book (Tor Ror 13) and pink ID card

• Original passport with copies, including the current permission-to-stay stamp
• Thai translation of the passport, certified as the registration office requires
• Proof of residence: the house-master’s house registration, a lease or a letter of consent to reside
• ID card and house registration of the house-master, who attends in person
• Thai national witnesses in the number each registration office requires
• Marriage certificate or relationship evidence where residing with a Thai spouse

How the yellow house book (Tor Ror 13) and the pink ID card are obtained

1. Confirm there is an actual residence within the registrar’s area and obtain the house-master’s consent.
2. Prepare the passport with a Thai translation certified as the registrar requires.
3. File the request to be added to the Tor Ror 13 house register with the registrar, with witnesses if the office requires them.
4. The registrar examines the facts of residence and immigration status before entering the name in the register.
5. Once listed in the yellow book, apply for the non-Thai national ID card, with photograph and biometric capture at the registration office.
6. Foreign records such as marriage or birth certificates must be authenticated and translated before they support the request.
7. Keep copies of the register and card for banking, land transactions and dealings with government offices.

The steps below are drawn from the procedures the responsible authority publishes itself, with the source and verification date shown. Some steps depend on the case and may change with the authority’s own announcements. What to watch next time

• District practice varies — ask before preparing documents.
• Decide the Thai name spelling once and keep it everywhere.
• Archive a full copy set; later transactions ask for the same papers.

Questions this case raises

Do I need it if I have a passport?

It is not mandatory, but it eases domestic transactions because it is a Thai-language document offices recognise.

What if I move?

Notify the registry as required and update the card details to match the new address.
