Thai degrees and transcripts usually pass through three layers in sequence. First the institution certifies the copy or issues an English version. Second, the supervising ministry verifies it when the destination asks for that. Third, the Department of Consular Affairs legalises the signature and seal of the signatory. If the destination is outside the Apostille Convention, its embassy may add one further layer.
