Signature certification by a Thai Notarial Services Attorney is designed around the signer appearing and signing in person. A video session is therefore not the same certification, and most recipients, including the Department of Consular Affairs, expect wet-ink documents certified in the usual way. The Electronic Transactions Act recognises electronic signatures for many transactions, but it does not oblige every authority to accept remotely certified documents. If the signer is abroad, the practical routes are a local notary or a Thai embassy.

The law on electronic signatures
The Electronic Transactions Act B.E. 2544 (2001) gives legal effect to electronic data and signatures that meet its conditions, with exclusions for certain transactions set by law.
Legal effect of an e-signature does not mean a recipient must accept a video-certified document. Each authority sets the formats it accepts.
What video can help with
- Consultation and draft review before the signing appointment
- Checking identity documents and recipient requirements
- Preparing translations in advance
- The actual signing must follow a format the recipient accepts
Signer abroad
From 28 February 2027, apostilled documents from member states will be usable in Thailand without Thai embassy legalisation. Before then, Thai embassy or consulate legalisation is still required.
1. Sign before a local notary
Authenticate under that country's system, then at the Thai embassy for use in Thailand.
2. Sign at a Thai embassy
Many Thai embassies certify signatures on documents for use in Thailand.
3. Use a country's remote online notarisation
Some US states offer it, but confirm the Thai recipient accepts it.
Risks of unclear online services
Be careful with services claiming to certify Thai documents by video in every case. If the recipient refuses, you start again. Confirm acceptance with the recipient in writing first.
