A Criminal Record Check (Police Clearance Certificate, PCC) is a state-issued instrument confirming "no record found" — or disclosing what record exists — as of the date of issue. In Thailand it is issued by the Criminal Records Division, Forensic Science Police Office, Royal Thai Police (RTP CRD) under the Royal Thai Police Act B.E. 2565 (2022) and the Criminal Records Act B.E. 2562 (2019), which govern collection, disclosure, the data subject's right of access, and (under strict statutory conditions only) record removal. destination authorities accept the certificate only after the four-step international pipeline: (1) obtain the original PCC from the competent authority of every country in which the applicant has lived ≥ 6-12 months (this is the standard rule for Australia DHA, Canada IRCC, New Zealand INZ, UK Home Office, US USCIS); (2) translate into the destination's official language by an accepted translator — for Thai documents a two-column bilingual layout plus Translator's Affidavit; (3) lodge consular legalization at the Department of Consular Affairs, MFA, Chaeng Watthana (THB 200 standard / 3 business days; THB 400 express / 1 business day); (4) from 25 December 2025 Thailand is a party to the HCCH 1961 Apostille Convention, so documents bound for the 125+ member states require no further embassy attestation, while non-member destinations (e.g., the People's Republic of China, Viet Nam, Cambodia) still require destination-embassy legalization. Acceptance windows are short and vary by destination: Australia 12 months from issue, Canada 3 months, United Kingdom 3-6 months, United States 15 months, New Zealand 6 months, Germany 3-6 months, Japan 3 months, Singapore 6 months. Plan retrieval to land within the destination's window for the visa or licensing decision.
