What is Birth Certificate Consular Legalization?
Birth Certificate consular legalization is the process of submitting translated and notarized Birth Certificate documents to the Department of Consular Affairs, Ministry of Foreign Affairs, at Chaeng Watthana Government Complex, to make them legally valid for international use. This process, also called "Legalization" or "นิติกรณ์," is a critical step for foreign authorities to accept Thai documents. Thai Notary Law provides end-to-end service from translation, notary certification, consular submission, to embassy attestation — clients need not visit any office themselves.
Why is Birth Certificate Consular Legalization Needed?
A translated and notarized Birth Certificate alone may not be sufficient for international use. Many countries require documents to be legalized by the origin country's Ministry of Foreign Affairs before acceptance. This applies to permanent visa applications, overseas marriage registration, nationality transfer, education enrollment, legal transactions, and foreign court proceedings. The Department of Consular Affairs verifies the document was certified by authorized Thai officials, then stamps and signs it for international validity.
4 Levels of Legalization Process
Level 1: Translation by registered translator — for domestic Thai government use. Level 2: Notary Public certification — attorney signs and stamps the translation. Suitable for some embassy submissions. Level 3: Department of Consular Affairs legalization — consular verifies notary signature, applies official stamp. Document is legally valid abroad. Level 4: Embassy/Consulate attestation — some countries require additional embassy certification (e.g., China, Saudi Arabia, UAE). Thai Notary Law provides all 4 levels with end-to-end coordination.
Uses of Legalized Birth Certificate
Legalized birth certificates can be used for: permanent visa applications in any country, international marriage registration, citizenship/naturalization abroad, education enrollment overseas, immigration/relocation, foreign court proceedings, overseas birth registration, foreign passport applications, international name changes, and cross-border inheritance matters.

Destination-country guides for translation and legalisation (80 countries)
Each guide sets out the receiving authority at the destination, the translation standard it accepts, country-specific cautions and FAQs — on the basis that Thailand acceded to the 1961 Hague Apostille Convention on 30 June 2026 and it enters into force for Thailand on 28 February 2027, so no Thai Apostille is issued yet.

Foreign-issued documents for use in Thailand (48 origin countries)
The inbound direction: a document issued abroad is authenticated in its country of origin, legalised at the Royal Thai Embassy there (or through the issuing country’s mission in Thailand), then translated into Thai with the translation certified by the Department of Consular Affairs. Because Thailand acceded to the 1961 Hague Apostille Convention on 30 June 2026 and it enters into force for Thailand on 28 February 2027, so no Thai Apostille is issued yet, an Apostille alone is not sufficient.
